Transparency and Accountability

Mechanisms were established to ensure that implementation of PAMANA projects complies with the government’s policy on transparent and accountable governance.

  • This website has been created to provide updated information on the program, news features and the status of PAMANA Project implementation.
  • Community and Project Billboards are also installed on-site to to inform communities of the status of the project including fund utilization. For CY 2011 Budget, project billboards have been installed for 16 projects with an additional 37 project billboards ready for installation and preparation of billboards for the remaining 17 projects.
  • The guidelines for the engagement of Third Party Monitors (TPMs) have been prepared in collaboration with Bantay Lansangan. Eleven (11) CSOs were selected to be TPMs for Pillar 3 projects and were trained on the PAMANA Project monitoring. For the IDP Shelter Assistance Program, the Institute for Autonomy and Governance was tapped to be the TPM. Contracting of TPMs will be undertaken for CY 2012 and the first monitoring calls should be underway by the 1st quarter. The list of CSO partners is shown below.
